Pastoral Communities Empowerment Programme (PACEP) is non-governmental organization founded and led by Indigenous women committed to creating a peaceful world based on Indigenous traditional values. PACEP empowers Indigenous Peoples and cultivates Women and youth networks with a fervent membership dedicated to long-term, sustainable, and self-determined solutions.

PACEP envisions a future where Indigenous Peoples and marginalized communities stay deeply connected to their lands and cultural heritage. Through inclusive leadership and sustainable practices, we empower all members—especially women, youth, elders, and persons with disabilities—to uphold their rights and well-being for future generations.
Our Mission
PACEP empowers Indigenous Peoples through advocacy, inclusive leadership, and community-led initiatives in climate action, conservation, and governance. We revitalize Indigenous knowledge, support traditional food systems guided by traditional beliefs, and values. We seek justice, conduct research and provide training to empower indigenous communities and promote cultural heritage for a sustainable future.
Principles
PACEP upholds Indigenous traditional values that promote inclusivity, ensuring all genders have a voice in collective decision-making. We respect the right of communities to determine their level of involvement in projects and prioritize informed consent as a fundamental principle in all our engagements
Approach
PACEP embraces Indigenous principles to provide inclusive and holistic support to communities and local organizations. We enhance Indigenous capacities in key areas, promoting traditional knowledge to safeguard gender equity, culture, and the environment. Through training and skill-building, we equip communities to engage in decision-making and advocate for policies that uphold their self-determination and drive meaningful change.
